It's possible to send increment or decrement messages using controllers 96 and 97. But what value should be specified for these messages? Does value mean the count of steps for increment/decrement? Or a value is ignored?

The value is commonly ignored, and often sent as 0.

So the value of RPN/NRPN can be any, increment is always +1 unit of RPN, and decrement is -1, yes?

According to the spec, yes, but not all hardware manufacturers follow the spec.
